Biography

René Rouleau is currently Chairman of the Board and CEO of La Capitale Civil Service Mutual. This Quebec institution, which has assets of $4.3 billion and operates across Canada, offers insurance products and financial services through its 2,905 employees and representatives in 11 subsidiaries.

Mr. Rouleau completed the Formacadre program offered by the Quebec government's Human Resources Office and has a Master's in Public Administration. He is a seasoned administrator with an excellent knowledge of the public and parapublic sectors, especially the health network.

In 1986, he was Senior Manager with the Ministry of Health and Social Services, and a few years later, worked at the Treasury Board Secretariat as Assistant Director of Health and Social Services Programs. In 1997, after 15 months at the Hôpital Sainte-Justine, his managerial and strategic skills led him to the Montreal-Centre of regional health authority, where he held several positions, including Director of Capital Assets and Finance, and Assistant Director of Services Network Management. During this period, he acted as Secretary General on the Clair Commission, a study that looked at the future of the Quebec health and social services system.

From 2003 to 2008, René Rouleau was General Manager of Quebec City's University Hospital (CHUQ), a centre of excellence in healthcare with 8,700 employees that serves the Quebec City region and Eastern Quebec. Under Mr. Rouleau, CHUQ was the recognized leader in teaching, research, technology assessment and treatment methods. This recognition won him a Leadership Prize in 2008 from Quebec's Association of health and social services establishments (AQESSS). He also received the Board of Director's Award at the Sirius Awards Gala in 2009.

On top of his current responsibilities as Chairman of the Board and CEO of La Capitale Financial Group, Mr. Rouleau sits on various boards, including Opération Enfant Soleil as Chairman, Promutuel-Vie as Vice-Chairman, SOCODEVI, the Conseil québécois de la coopération et de la mutualité, and Société Parc-Auto du Québec.
